so far at least two people (including me) have had this problem and nobody seems to know, so I figured I should file a bug report.  I will copy/paste what I got from the forum here:

Reproducible: Always
Steps to Reproduce:
1. emerge sync;emerge -uDa world (using ~x86)
Actual Results:  
it fails to compile.

Expected Results:  
It should have compiled.
