The new ebuild of portage does not install the documentation.  When you do an
emerge clean afterwards, all of the man pages disappear since they are no longer
'pertinent' according to portage.  This is definitely something that should be
fixed before 1.4's release--else we don't have a fairly important set of doc for
the release.

Yes it does install the manpages, however earlier portages were installing them
into /usr/share/man/man0 or /usr/share/man/man.  2.0.32 emerges fine (installing
docs in the correct place) using portage 2.0.31, so I recommend you re-emerge
portage and your problem should be solved.

Fascinating.  That did fix the problem, but . . . why do I have to do it
/twice?/  I've encountered a few issues like this (for example, flac only builds
the XMMS plugin when you build it the /second/ time, not the first), and they
strike me as bizarre.  The .28 -> .32 bump lost the manpages, but reemerging .32
gains them back.  Very bizarre, and definitely still an issue for upgrading. 
I'm downgrading the severity of the bug, but leaving it open.
