The last 2 times that I have installed/upgraded phpmyadmin, my system monitoring system has reported that the file /var/db/webapps/phpmyadmin/<version>/installs has no owner and is world writable.  For example with my latest upgrade I get

Reproducible: Always
Steps to Reproduce:
1. # ls -l /var/db/webapps/phpmyadmin/2.6.0_p3/installs
2.
3.
Actual Results:  
-----w--w-  1 420 root 58 Nov 27 10:03 /var/db/webapps/phpmyadmin/2.6.0_p3/installs

Expected Results:  
Should be -rw-r--r--  1 root root (I think)
