Just ran eclean-dist -d and it removed distfiles for all texlive 2020 packages, while the packages are installed. emerge says distfiles need to be downloaded again.

Reproducible: Didn't try

Works fine for me.
For the texlive 2020 packages, I think the cause of this was probably the remanifest, see
