Guitoo-0.50.0: gui enhancements and introducing Gentoo Watcher

1. Live package and GLSA checks
Gentoo Watcher is a small systemtray application watching rss feeds from gentoo.org for latest packages.
The watcher also checks gentoo-portage.com for latest Gentoo Linux Security Advisories. Default time intervall is one hour between checks.

2. Running guitoo as user with sudo
Super user permissions is handled by sudo which create a session for the duration of guitoo running time.
Root password is prompted once the first operation requiring such access.

And many more fixes see the changelog.

Add features sudo support, so app-admin/sudo is added as DEPEND.

Fixed sudo session validation time bug

Sudo session wasn't correctly extended. 
Release guitoo-0.50.01 fixes that.

Bumped. Looks like the various Makefile.am are younger than the Makefile(s) so the build system is going to rebuild them and run configure 2 times. This won't create any problem but it should be fixed upstream rerunning 'make -f admin/Makefile.common'
