dracut 049 is affected by a bug that cause the host to be stuck in the emergency shell when the shutdown module is used.

We need to include the  upstream fix from https://git.kernel.org/pub/scm/boot/dracut/dracut.git/commit/?id=05dc158e3c632cfd5c7fa20aee6e8373191b45fc

This bug is fixed upstream and doesn't affect versions >= 050

Reproducible: Always

1. Build an initrmafs with dracut shutdown module enabled
2. reboot
