This is an auto-filled bug because app-portage/cpuid2cpuflags fails tests.
The issue was originally discovered on arm64, but it may be reproducible on other arches as well.
Attached build log and emerge --info.

Ok, I see the problem.  __aarch64__ optimization is triggering and skipping arm-specific bits.  I'll release a fixed version shortly, and request stabilization.
