Numpy 1.17.4-r2 does not install the generated _numpyconfig.h or __multiarray_api.h files, preventing any application that uses numpy to compile (the fail with file not found message).

1.emerge numpy-1.17.4-r2
2.emerge <any application that uses numpy) matplotlib or opencv
3.

correct compilation of the applications
