Unless there's some strange reason I'm not understanding, the new Windowmaker (version >=0.90.0) ebuilds should depend on virtual/x11 instead of x11-base/xorg-x11 .  I have verified that the new WindowMaker ebuilds still work with the old xfree-4.3.0-r7 and xfree-4.3.0-r8 packages.

Marked this bug as duplicate, but if you have the capabilities to test, could you test the ebuild in bug 71704 and if it works, please post there or here.

Likely you will need xorg, or some version of freetype with xfree, but it "just works" with xorg, ergo only being key'd for it.
