states
"This Content has been removed at the request of the Tolkien Estate."
As far I see was the original font by "Tolkien Estate". 
It was somehow reverse engineered and distributed with an unclear non-commercial license. Distribution and mirroring was not explicitly allowed.

Hm, the Tengwar were created by Feanor in the First Age (Y.T. 1250), so certainly any copyright has expired by now? :)
