Attempting to emerge mythtv with use=perl resulted in this warning during configure:

WARNING: disabling Perl bindings; missing XML::Simple                                                        

and no perl bindings. I added XML-Simple to the deps for use=perl and it worked.

Please attach a full log of your failure. 

While it may be that adding a dependency fixed your problem, the real reason for the dependency may be deeper nested.

Also, emerge --info for mythtv would be helpful.

Currently I can only assume you're building with USE="-xmltv", as USE="xmltv" could unintentionally hide this problem  :)
