Because capisuite-0.4.3 contains RDEPEND which cannot be satisfied, it blocks emerge -puv world:

Calculating dependencies -
emerge: there are no ebuilds to satisfy "<net-dialup/capi4k-utils-20040810"

There is no such package in portage. Maybe it should be "<="?
