The ebuild for media-plugins/xmms-mad misses a dependency on media-libs/libid3tag. The source for xmms-mad includes the file id3tag.h without checking its existence, failing the build.

Reproducible: Always
Steps to Reproduce:
emerge xmms-mad withput libid3tag installed.
Actual Results:  
ebuild fails with
