The current version of sci-libs/proj (6.2.1) makes qgis-9999 build fail with "qgis "proj_assign_context" was not declared in this scope". Bumping sci-libs/proj to 6.3.0, which was released on 2020-01-01, makes the error disappear and allows qgis to build correctly.
