Portage has no verions after 2.18.

As a side note (hoping I don't need to file a new bug for this), app-text/xmlto wants (with the text USE flag enabled) any of ( virtual/w3m www-client/lynx www-client/elinks ). The latter of those (www-client/elinks) seems fairly dead, and (I believe) should be replaced by www-client/links (which still receives regular updates) as an alternative.
