I've just tested both packages in their newest versions, and it doesn't seem that USE=c++11 does anything.  In both cases the compile commands are the same (no -std is appended, I guess because c++14 is the default these days).  Apparently upstream also has a cpp define for it but it's not used anywhere in the code.
