Firefox will display a small square with 4 digits instead of the corresponding unicode character. You can see what I mean in the image on the URL.
Additionally, I didn't find any related USE flag to change:

I don't think any of them are related to utf-8.

You need to install japanese fonts in X.  Then firefox will display the characters.

USE="nls cjk" emerge xorg-x11 kochi-substitute

Then restart xfs and X
