It is impossible to install gentoo on armv7a or armv7hf because the stage3 file unpacked holds a portage tree with EAPI version 6, while downloaded portage-tree is EAPI version 7.
No newer stage3 is available. Latest downloadable stage3-file dates from 29th, September 2016.
This leads to some running, but unupgradeable system. You can't even install any packages from portage-tree, because any of the tools will fail telling you they need EAPI version 7 support, while only supporting EAPI version 6.

Reproducible: Always

Steps to Reproduce:
1. Install Gentoo
2. emerge --sync
3. Find out portage-tree is EAPI 7, while portage tools are EAPI 6 and no way to go to have them upgraded to EAPI 7.
Actual Results:  
No way to upgrade installed armv7a, armv7hf arch systems, because of EAPI version mismatch.

Expected Results:  
Some way to upgrade at least portage tools from EAPI 6 to EAPI 7, then go ahead and upgrade the rest of the system.

It seems there is no way possible to do such an upgrade. I've to consider armv7, armv7hf systems are out of support just because stage3 was never upgraded matching downloadable portage-tree files.

FWIW, there is a armv7a-hardfloat stage3 available from 2018-08-31, but that's still very old.

Hardfloat does not help if you have a cpu without hardfloat ...
