When running almost any emerge (including portage) dev-python/setuptools is included in a set of components. A command for example may be this:

emerge -1auD --verbose-conflicts --keep-going -j8 --newuse portage

or

emerge -1auD --verbose-conflicts --keep-going -j8 --newuse @preserved-rebuild

At install phase the following error is raised:

FileNotFoundError: [Errno 2] No such file or directory: b'docs/easy_install.txt'

Must say it does not prevent emerge to keep going and install other packages.
Any problems using OS are also appear to be missing (did not try to reboot though).
