i want to clean out libcap but cant because of quagga's DEPEND on it instead of -r4

True, but quagga does not work with the new libcap-r4! I still could not figure out why it does not work with -r4, but it blows up while compiling... It seems that Quagga correctly detects libcap, but when linking with -lcap it fails. As far as I could see you removed the static libraries if no 'static' use flag is defined. I don't really understand why you do that, since having static libraries does not hurt anyone, and not having them can cause problems.

If you could tell me how to get Quagga to work with libcap-r4 i would be gratefull.

with the -r5 version of libcap the quagga will work fine.
please update the script!

The ebuild quagga-0.98.2 fixes this problem.
