epspdf-0.6.3 no longer works because of changes in texlive-2019 and LuaTeX.

epspdf 0.6.4 was posted to https://ctan.org/pkg/epspdf

    app-text/epspdf: add 0.6.5
    
    We'll cut it out of TL 2022, but bump now so things
    keep working.
