With dev-libs/libical-3.0.6 USE=vala the build system tries to find valac and vapigen which do not exist on my arm64 install.

Providing symbolic links
/usr/bin/valac -> valac-0.44
/usr/bin/vapigen -> vapigen-0.44

allows the build to succeed.

Steps to Reproduce:
1. USE=vala emerge =dev-libs/libical-3.0.6
2.

Actual Results:  
The config step fails as neither valac nor vapigen can be found.

Expected Results:  
dev-libs/libical-3.0.6 builds successfully.

[ebuild     U  ] dev-libs/libical-3.0.6:0/3::gentoo [3.0.5:0/3::gentoo] USE="berkdb doc introspection%* vala%* -examples -static-libs -test (-glib%)" 0 KiB shows that USE=vala is new.

rm /usr/bin/valac
rm /usr/bin/vapigen
