Bug 69539 – rss-glx incorrectly depends on kde-env-3

For some reason rss-glx screensavers somehow wind up depending on kde-env-3.  It doesn't show up when I do "emerge -pvt rss-glx", but when I "emerge -uDpv world" it'll give me:

root@LocalHost ~ # emerge world -uDpv

These are the packages that I would merge, in order:

emerge: there are no ebuilds to satisfy "~kde-base/kde-env-3".

What happened is that I removed the kde-* sections from my portage tree, and filter it with rsync_excludes.  I don't see how it depends on kde though.  They seem to run just fine still.  I've looked through the ebuild, and I can't even see where it would depend on it, because I've got -kde in my USE flags.
