gcc-9.2.0 has been released on Aug 12, 2019.

Shall we start adding ebuilds for it?

https://wiki.gentoo.org/wiki/Zero-day_bump_requests is usually a good practice to follow when requesting version bumps.

Thanks, Sergei. I apologize for having not seen that article before.

And I was looking at a Gentoo mirror (which did not have the new version had that time), not the official portage tree, which was a mistake that I will be care of in the future.
