gcc-9 will eventually stabilize. Current stable needed a gcc-9 fix (bug #685694). 

WDYT of stabilizing =app-emulation/xen-tools-4.12.0-r3? (Or applying the fix to current stable).

Also needed to build against newly stable ncurses-6.1_p20181020 (see bug 690188)

If possible, we should bump to 4.11.2 fixing various issues and stabilize that keeping 4.12 for testing:

Version 4.11.2 builds on latest ~amd64, please stabilize that instead of 4.12.
