The xhtml1 tar.gz no longer exists: http://www.w3.org/TR/xhtml1/xhtml1.tgz

If absolutely required, an older version can be found at: https://www.w3.org/TR/2002/REC-xhtml1-20020801/xhtml1.tgz

Dropped that xhtml1.tgz into /usr/distfiles, portage accepted it. I assume hashes matched.

Never mind that. My GENTOO_MIRRORS was wrong... We still have the file in http://distfiles.gentoo.org/distfiles/xhtml1.tgz
