Please stabilize =net-libs/libnftnl-1.1.3 and =net-firewall/nftables-0.9.0-r4

Rationale: there is a large amount of bugs fixed since net-firewall/nftables-0.8-r3, including some with the way in which rules were saved by nftables. Also the newer 0.9.0 versions include support for atomic updates in the ruleset.

Although =net-libs/libnftnl-1.1.2-r1 is enough for this version of nftables, Lars recommended I request 1.1.3 so I'm going for that version.

I got the okay from prometheanfire and lars for nftables, so @base-system please CC the arches if you are okay with this stable request.
