The affected line is

#define vcos_static_assert(cond) __attribute__((unused)) extern int vcos_static_assert[(cond)?1:-1]

Is it an upstream issue? Or, is it an issue with GCC version?

Current gcc version is sys-devel/gcc-8.2.0-r6
Architecture is aarch64

Damn.

https://github.com/raspberrypi/userland/issues/487 explains that raspberrypi-userland is not designed to run on arm64.

Is there a way to compile arm 32bit executables on arm64?

It is sad to read that you have problems with the software. 
We can not help you efficiently via bug tracker. The bug tracker aims rather on specific problems in .ebuilds and is no discussion forum. 

I have had very good experience on the gentoo IRC [1] with questions like this. Of course there are also forums and mailing lists [2,3].
I hope you understand, that I will close the bug here therefore and wish you good luck on one of the mentioned channels [4].
Please reopen the ticket in order to provide an indication for an specific error in an ebuild or any gentoo related product.
