I don't mean to be making more noise on this, but according to https://mirrorstats.gentoo.org/distfiles/ gentoo.cs.utah.edu is functionally dead. Perhaps you wouldn't mind switching to a more reliable mirror? Ping again. Would very much like to bring this mirror online as official. We're using it a fair bit ourselves. Based on my investigation of the mirror list (https://www.gentoo.org/downloads/mirrors/) I'm pretty sure we would be the closest mirror for the rocky mountain region.
