i have not seen other sideeffects on that other then empty list-admin output, all remaining parts of postfixadmin still works

Reproducible: Always

Steps to Reproduce:
1. layman -a fidonet
2. emerge -a =postfixadmin-2.3.8
3. update and configure it as described

login to postfix admin and it show no admins if php 7.1 and above is installed
Actual Results:  
no output from list-admin

Expected Results:  
that it listed superadmin atleast

its still in my private overlay, so it can only be solved if i know what to solve
