Does this come from some overlay?

2019-06-23T17:25:46 >>> dev-perl/Net-SSLeay-1.860.0_p9

from /var/db/repos/libressl I'd say ( etc.portage.tbz2 ) contains the full repo config
Comment 13 Kent Fredric (IRC: kent\n) (RETIRED) gentoo-dev 2019-07-12 18:56:58 UTC
Given Net-SSLeay-1.880.0 is now in ::gentoo, this problem should go away.

(Overlays are free to nuke their local bumps to ensure this dies)
Comment 14 Kent Fredric (IRC: kent\n) (RETIRED) gentoo-dev 2019-07-12 19:44:32 UTC
IO-Socket-SSL 2.66.0 is now in ::gentoo as well, please see if that is adequate for superseding the ones in libressl.

indeed, dev-perl/IO-Socket-SSL-2.66.0 is fine
Comment 16 Stefan Strogin gentoo-dev 2019-08-01 12:56:38 UTC
Tested with dev-perl/Net-SSLeay-1.880.0 and dev-perl/IO-Socket-SSL-2.66.0.
All tests successful.
