Some servers are sometimes returning 403: Forbidden to requests from wget/curl..., as a consequence, even if people can normally download SRC_URI with a browser, portage fails.

Maybe one option would be to pass --user-agent "Mozilla" to wget (that fixes the issue in the cases I have seen), at least as a fallback it would be useful
