You are mixing keywords here. dconf-editor-3.30 needs >=vala-0.40, so vala:0.40, vala:0.42 or vala:0.44 (from an overlay until we add in main tree). Because you are accepting ~amd64 for dconf-editor-3.30, but not vala:0.40 or vala:0.42, portage ends up giving you one of the potential solutions (getting 0.44 from somewhere), instead of the preferred solution of keywording 0.42 or 0.40. If you have locally accepted ~arch dconf-editor, you need to do the same for one of these vala slots and you are good to proceed. CCing portage@ for any comments on why portage is giving that error message instead of a better one, but otherwise I consider this INVALID.
