Installing Alacritty requires dev-util/cargo, however Cargo is already supplied when compiling with dev-lang/rust-1.33.0

installing alacritty does not require dev-util/cargo, it requires virtual/cargo, which is satisfied by modern versions of rust which supply cargo.

something must be with your system,
before installing alacritty please make sure your packages are up to date.

emerge virtual/cargo virtual/rust dev-lang/rust -av1

and update cargo/rust symlinks just in case

eselect rust list
eselect cargo set <number>

the second eselect command I've provided is incorrect

eselect cargo set <number>

should be

eselect rust set <number>

^ this will likely resolve your issue
