'USE=-doc emerge -v1 pandas' works. SphinxDocString comes from numpy and I see that numpy's dep constraint on current pandas is not tight enough (it should be >= 1.13.3). It's probably the cause of this problem. It seems that we're in a bad spot concerning building pandas' documentation. The problem mentioned here, was fixed by the numpydoc bump I've just made to 0.9.1, so there's that. However, a new problem related to ipython's use of sphinx's Directive class makes us unable to proceed. We need to bump ipython before we can build pandas doc, but ipython 6+ is currently masked. We need to fix this. Meanwhile, in an upcoming minor bump, I'll disable doc building.
