libsigsegv-2.1 hangs on configure due to a mishandling of the fault handler.  The patch suggests that the error stems from the fact that the code was written for <darwin-5.5 (<OSX 10.1.5).  Since we don't support those configurations, we can apply the patch universally.

Patch applied, builds, and tests pass on 10.3.5.  Can be keyworded ~ppc-macos.  I'll take care of it as soon as I can get to a machine with non-broken sandbox.
