it has nothing to do with groff, it seems you have recently updated your perl installation, so try running perl-cleaner and emerge -1 sys-apps/texinfo b/c this happened during the inital @system of a freshly installed tinderbox image it looks like a problem with Perl and its deps - maybe the well known.
