I have USE=-nls, but emerging Gimp 2.0 still installs the language files into /usr/share/locale. It would be nice the ebuild disabled NLS if USE=-nls is set.

Reproducible: Always
Steps to Reproduce:
Emerge Gimp 2.0 (the 1.2.5 version seems to correctly turn off NLS if USE=-nls is set).
Actual Results:  
Language files get installed to /usr/share/locale even if USE=-nls is set.

Expected Results:  
Do not install language files if USE=-nls.

nad it doesn't work like that, the upstream package has to provide functionality for us to add it. Gimp 2 doesn't support -nls
