If you install dev-util/ctags-20161028 on a fresh stage3, git is not
installed and the installation throws this QA notice:

 * QA Notice: command not found:
 * 
 * 	misc/dist-test-cases: line 9: git: command not found

I doubt this causes any problem for the package but the warning still
gets logged.

(It looks like the ctags developers attempted to make the dist-test-cases
script fail in this case but they only correctly check the exit codes of
'sed' and 'echo' (not git) so it basically always "succeeds").

To avoid this perhaps autogen.sh should be locally patched to not run the
dist-test-cases script because I think this only affects the tarball
generation and I don't think the ebuild cares about 'make dist' working.
