dev-python/pycairo/pycairo-1.17.0-r1.ebuild is missing a [${PYTHON_USEDEP}] for its DEPEND="doc? ( dev-python/sphinx ) …". A consequence of this is that portage will not ensure that sphinx has been built for all the python versions for which pycairo is being built.
