media-fonts/noto-20170403 installed /usr/share/fonts/noto/NotoMono-Regular.ttf

media-fonts/noto-20180905 does not install that font. This results in applications that use that front breaking, such as Kodi, see bug 669204

It is done on purpose by upstream, and I see other distributions being also ok with this:

In summary... you need to move to NotoSans-Mono...
