Thanks for the report, indeed I forgot to add packaging to dev-python/pallets-sphinx-themes, I'll open a PR for that. According to the build log dev-python/click-7.0 was built with USE=doc. Click has dev-python/sphinx in it's deps for this case and dev-python/sphinx-1.7.5-r1 depends on dev-python/packaging, so I don't really know how could this happen. However, it will be better to include packaging in RDPENDS explicitly.
