Basically, go and some other toolchain (e.g. perhaps gcc, binutils, etc?), building go 1.10.3 from the source fails on Gentoo while it is successful in Oracle Linux and Centos. 

Here's how I pulled out the go source:
  git clone https://github.com/golang/go   gosrc
  cd gosrc/src
  git checkout -b go1.10.3  `git rev-list -1 go1.10.3`

Here are how I build it:
  emerge -v dev-lang/go
  // note that I am already in the "./src" directory of the check-out'ed go directory
  ./all.bash

Building go from the source includes running a given set of tests. In Oracle Linux 7.5, the outcome would end with:
 
ALL TESTS PASSED

Installed Go for linux/amd64 in /home/myuser/gosrc
Installed commands in /home/myuser/gosrc/bin

However, several test cases failed on Gentoo, as the attached all.bash.log file shows.

dev-lang/go builds just fine with gcc-8.2.0, so I am unblocking the tracker.

Both of these versions of dev-lang/go are no longer supported, so I
recommend trying again with 1.12 and 1.13.

If tests are failing on Gentoo, especially in a manual checkout, it is
probably better to report these issues upstream at
https://github.com/golang/go/issues.
