With both USE-flags "cups" and "samba" enabled on a new system, samba tries to build with cups support, but fails, as cups waits for samba to compile, to enable it's samba support...

Please change one or both ebuilds with a test, if the other dependency is installed.  Otherwise it should disable the USE-flag temporarely and rebuild later.  I'm not really sure, but usually it does not matter, which one will be installed first -- beside that samba needs about 5x compile-time than cups.
