They are both p.masked:

Also, my interpretation of the error message is that ${JULIA_VERSION_STRING} is empty.

But:
$ julia --version
julia version 0.6.3

I.e. the command has non-empty output.

Only >=dev-lang/julia-1.1.0 is in Gentoo ebuild repo, and unmasked.
