Hey, 

this is an annoying bug. You need to manually unmerge efl, remove the conflicting libs (/usr/lib64/libector.so.1 in your case) and then emerge -1v efl to get it working. I haven't noticed this error occuring when updating 1.20 to 1.21, and it only seems to happen when updating <1.20 to >1.20. So hopefully you will never see it again after successfull update.
