Udev or the kernel works correct when the sticks connected at runtime. After a reboot only one is available. 

Reproducible: Always

Steps to Reproduce:
1.Connect to sticks this the same v/p id / serial
2.Reboot
3.
Actual Results:  
Only one is available.

Expected Results:  
second not to show at /dev/sd* and /dev/disk/by-*

Okey i wondering. wenn i buld libusb with udev support is shows like works. But in real running system i dont need the usblib support for any program.
