=dev-libs/apr-1.6.3-r3 does not work on SELinux-enabled profile default/linux/amd64/17.0/selinux

/usr/share/apr/build/libtool is usr_t and not executable for portage_sandbox_t (denied execute)

=dev-libs/apr-1.6.3.ebuild works
