Portage is unable to pull sources from https://distcc.googlecode.com , because this has been archived.
The new locations can be found at https://code.google.com/archive/p/distcc/downloads

Reproducible: Always

Steps to Reproduce:
1. emerge sys-devel/distcc

Actual Results:
