Current stable octave does not compile with Qt 5.11 but Qt 5.11 will soon be required for Plasma 5.13 stabilization.

There's a bug in 4.4.0, I don't know if it was solved or not. https://bugs.gentoo.org/660298

5.2.0 is now stable.
